Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a critical facility dies, his legal representative shall, within fourteen days of the death, intimate the death to the Relief Commissioner in Form D, surrender the certificate of registration to it and furnish a statement of every evacuation plan then held; and the Relief Commissioner shall enter the intimation in the register within one day of its receipt.
