Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee of a winery dies, his legal representative shall, within forty-five days of the death, intimate the death to the Excise Appellate Authority in Form A, surrender the certificate of registration to it and furnish a statement of every excise seal then held; and the Excise Appellate Authority shall enter the intimation in the register within ten days of its receipt.
