Application for registration.—Every owner of a private drain carrying on the connection of a private drain to the municipal sewer shall make an application for registration to the Municipal Council in Form C, within fifteen days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every street held by him on the date of the application, and shall keep a copy of the application and of the statement for sixty days from that date.
