Conditions of registration.—Every owner of a private drain shall carry on the connection of a private drain to the municipal sewer only at the premises specified in the certificate of registration, shall keep every sanitary certificate in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such sanitary certificate for inspection on request by the Ward Officer, and shall not part with the certificate of registration to any other person.
