Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a contract carriage dies, his legal representative shall, within sixty days of the death, intimate the death to the Regional Transport Authority in Form 1, surrender the certificate of registration to it and furnish a statement of every certificate of fitness then held; and the Regional Transport Authority shall enter the intimation in the register within ninety days of its receipt.
