Surrender of certificate.—Every election agent who ceases to carry on the management of election expenses shall, within twenty-one days of such cessation, surrender the certificate of registration to the Chief Electoral Officer in person or by registered post, and shall inform it in Form 2B of the manner in which every pamphlet held by him has been disposed of.
