Maintenance of premises.—Every operator of a helicopter shall keep the premises where the operation of helicopters is carried on in a clean and orderly condition, shall provide for every cargo manifest kept there a place set apart for its safe keeping, shall not use the premises for any purpose incompatible with the operation of helicopters, and shall furnish to the Aircraft Accident Investigation Bureau in Form CA-1, within fourteen days of the commencement of these rules, a plan of the premises showing the place so set apart.
