Application for registration.—Every keeper of a printing press carrying on the keeping of a printing press shall make an application for registration to the Commissioner of Police in Form II, within forty-five days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every printing machine held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
