Surrender of certificate.—Every operator of a shelter for the homeless who ceases to carry on the running of a shelter for the homeless shall, within fifteen days of such cessation, surrender the certificate of registration to the Commission in person or by registered post, and shall inform it in Form I of the manner in which every grievance held by him has been disposed of.
