Safe custody.—Every operator of a shelter for the homeless shall keep every register of beneficiaries to which these rules apply in a receptacle or place reserved for the purpose at the premises where the running of a shelter for the homeless is carried on, shall record in Form VIII the description of every register of beneficiaries so kept and the date on which it was received, and shall furnish a copy of the record to the Commission within thirty days of the close of each year.
