Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the operator of a shelter for the homeless shall apply to the Commission in Form VII for a duplicate, accompanied by a fee of one hundred rupees, and the Commission shall issue a duplicate certificate marked as such within forty-five days of the application.
