Surrender of certificate.—Every occupier of land near a monument who ceases to carry on the occupation of land near a monument shall, within twenty-one days of such cessation, surrender the certificate of registration to the Competent Authority in person or by registered post, and shall inform it in Form V of the manner in which every permission held by him has been disposed of.
