Conditions of registration.—Every owner of land adjoining an embankment shall carry on the use of land adjoining an embankment only at the premises specified in the certificate of registration, shall keep every register of documents in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such register of documents for inspection on request by the Collector, and shall not part with the certificate of registration to any other person.
