Surrender of certificate.—Every scrapping facility who ceases to carry on the scrapping of motor vehicles shall, within fourteen days of such cessation, surrender the certificate of registration to the Highway Administration in person or by registered post, and shall inform it in Form 38 of the manner in which every permit held by him has been disposed of.
