Safe custody.—Every owner of a public building shall keep every assistive device to which these rules apply in a receptacle or place reserved for the purpose at the premises where the provision of access to a public building is carried on, shall record in Form VII the description of every assistive device so kept and the date on which it was received, and shall furnish a copy of the record to the Commission within one hundred and twenty days of the close of each year.
