Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the owner of a public building shall apply to the Commission in Form II for a duplicate, accompanied by a fee of one hundred rupees, and the Commission shall issue a duplicate certificate marked as such within forty-five days of the application.
