Safe custody.—Every owner of a hazardous installation shall keep every register of shelters to which these rules apply in a receptacle or place reserved for the purpose at the premises where the operation of a hazardous installation is carried on, shall record in Form F the description of every register of shelters so kept and the date on which it was received, and shall furnish a copy of the record to the National Executive Committee within thirty days of the close of each year.
