Application for registration.—Every owner of a hazardous installation carrying on the operation of a hazardous installation shall make an application for registration to the National Executive Committee in Form E, within three days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every incident report held by him on the date of the application, and shall keep a copy of the application and of the statement for one day from that date.
