Application for registration.—Every common carrier carrying on the business of a common carrier by road shall make an application for registration to the State Transport Appellate Tribunal in Form 23, within forty-five days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every road tax receipt held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
