Surrender of certificate.—Every publisher of a report of proceedings of the Legislature who ceases to carry on the publication of reports of proceedings shall, within fourteen days of such cessation, surrender the certificate of registration to the District Election Officer in person or by registered post, and shall inform it in Form 2B of the manner in which every affidavit of a candidate held by him has been disposed of.
