Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a passport service centre dies, his legal representative shall, within one hundred and eighty days of the death, intimate the death to the civil authority in Form S, surrender the certificate of registration to it and furnish a statement of every certificate of naturalisation then held; and the civil authority shall enter the intimation in the register within ninety days of its receipt.
