Safe custody.—Every grazier on Government waste land shall keep every certificate of occupancy to which these rules apply in a receptacle or place reserved for the purpose at the premises where the grazing of cattle on Government waste land is carried on, shall record in Form 12 the description of every certificate of occupancy so kept and the date on which it was received, and shall furnish a copy of the record to the State Government within thirty days of the close of each year.
