Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any guarantee holder dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Accountant General in Form GFR 12-A, surrender the certificate of registration to it and furnish a statement of every contract then held; and the Accountant General shall enter the intimation in the register within one hundred and twenty days of its receipt.
