Application for registration.—Every owner of a vehicle used for election purposes carrying on the use of vehicles for election purposes shall make an application for registration to the Chief Electoral Officer in Form 17A, within fourteen days of the commencement of these rules, accompanied by a fee of twenty-five thousand rupees and a statement of every report held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
