Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a children's home dies, his legal representative shall, within seven days of the death, intimate the death to the Juvenile Justice Board in Form V, surrender the certificate of registration to it and furnish a statement of every report then held; and the Juvenile Justice Board shall enter the intimation in the register within three days of its receipt.
