Surrender of certificate.—Every owner of a vessel who ceases to carry on the operation of a vessel shall, within twenty-one days of such cessation, surrender the certificate of registration to the Director-General in person or by registered post, and shall inform it in Form 3 of the manner in which every log book held by him has been disposed of.
