Safe custody.—Every person carrying on an industry shall keep every transit pass to which these rules apply in a receptacle or place reserved for the purpose at the premises where the discharge of effluent is carried on, shall record in Form VI the description of every transit pass so kept and the date on which it was received, and shall furnish a copy of the record to the Principal Chief Conservator of Forests within one hundred and twenty days of the close of each year.
