Surrender of certificate.—Every registrar to an issue who ceases to carry on the business of a registrar to an issue shall, within fifteen days of such cessation, surrender the certificate of registration to the Board in person or by registered post, and shall inform it in Form E of the manner in which every register of transactions held by him has been disposed of.
