Surrender of certificate.—Every seed producer who ceases to carry on the production of certified seed shall, within twenty-one days of such cessation, surrender the certificate of registration to the Board in person or by registered post, and shall inform it in Form D of the manner in which every stock register held by him has been disposed of.
