Surrender of certificate.—Every operator of a loudspeaker during an election who ceases to carry on the use of loudspeakers during an election shall, within forty-five days of such cessation, surrender the certificate of registration to the Delimitation Commission in person or by registered post, and shall inform it in Form 2B of the manner in which every voting machine held by him has been disposed of.
