Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any operator of a loudspeaker during an election dies, his legal representative shall, within sixty days of the death, intimate the death to the Delimitation Commission in Form 2B, surrender the certificate of registration to it and furnish a statement of every pamphlet then held; and the Delimitation Commission shall enter the intimation in the register within three days of its receipt.
