Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a building in a vulnerable area dies, his legal representative shall, within forty-five days of the death, intimate the death to the Director of Fire Services in Form D, surrender the certificate of registration to it and furnish a statement of every fire safety certificate then held; and the Director of Fire Services shall enter the intimation in the register within fifteen days of its receipt.
