Application for registration.—Every dealer in second-hand goods carrying on dealing in second-hand goods shall make an application for registration to the District Magistrate in Form III, within fourteen days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every permit held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
