Surrender of certificate.—Every scholarship disbursing institution who ceases to carry on the disbursement of scholarships shall, within forty-five days of such cessation, surrender the certificate of registration to the District Vigilance and Monitoring Committee in person or by registered post, and shall inform it in Form IV of the manner in which every facility held by him has been disposed of.
