Safe custody.—Every transmission licensee shall keep every register of consumers to which these bye-laws apply in a receptacle or place reserved for the purpose at the premises where the transmission of electricity is carried on, shall record in Form I the description of every register of consumers so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Electrical Inspector within seven days of the close of each year.
