Application for registration.—Every scrapping facility carrying on the scrapping of motor vehicles shall make an application for registration to the Highway Administration in Form 2, within fourteen days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every motor vehicle held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
