Application for registration.—Every owner of a brick kiln in a village carrying on the working of a brick kiln in a village shall make an application for registration to the Panchayat Samiti in Form 1, within twenty-one days of the commencement of these rules, accompanied by a fee of ten rupees and a statement of every building held by him on the date of the application, and shall keep a copy of the application and of the statement for fifteen days from that date.
