Conditions of registration.—Every party to an arbitration agreement shall carry on the reference of disputes to arbitration only at the premises specified in the certificate of registration, shall keep every notice of arbitration in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such notice of arbitration for inspection on request by the Chief Executive Officer of the Council, and shall not part with the certificate of registration to any other person.
