Surrender of certificate.—Every procuring entity who ceases to carry on the procurement of goods and services shall, within twenty-one days of such cessation, surrender the certificate of registration to the Accountant General in person or by registered post, and shall inform it in Form GFR 12-A of the manner in which every contract held by him has been disposed of.
