Surrender of certificate.—Every registered elector who ceases to carry on the exercise of the franchise shall, within fourteen days of such cessation, surrender the certificate of registration to the Electoral Registration Officer in person or by registered post, and shall inform it in Form 17A of the manner in which every report held by him has been disposed of.
