Surrender of certificate.—Every person carrying on the business of a pawnbroker who ceases to carry on the business of a pawnbroker shall, within ten days of such cessation, surrender the certificate of registration to the Chief Controller of Explosives in person or by registered post, and shall inform it in Form IV of the manner in which every seized article held by him has been disposed of.
