Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the person carrying on the business of a pawnbroker shall apply to the Chief Controller of Explosives in Form I for a duplicate, accompanied by a fee of five hundred rupees, and the Chief Controller of Explosives shall issue a duplicate certificate marked as such within thirty days of the application.
