Application for registration.—Every owner of a mine within a forest carrying on mining within a forest area shall make an application for registration to the Central Board in Form I, within one hundred and eighty days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every emission held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
