Conditions of registration.—Every owner of a mine within a forest shall carry on mining within a forest area only at the premises specified in the certificate of registration, shall keep every plastic packaging in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such plastic packaging for inspection on request by the Regional Officer of the Board, and shall not part with the certificate of registration to any other person.
