Application for registration.—Every keeper of a place of public resort carrying on the conduct of a place of public resort shall make an application for registration to the Licensing Authority in Form IV, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every weapon held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
