Safe custody.—Every occupier of land used for manoeuvres shall keep every register of contractors to which these rules apply in a receptacle or place reserved for the purpose at the premises where the use of land for manoeuvres is carried on, shall record in Form F the description of every register of contractors so kept and the date on which it was received, and shall furnish a copy of the record to the Station Commander within fifteen days of the close of each year.
