Application for registration.—Every auctioneer carrying on the sale of goods by auction shall make an application for registration to the Warehousing Development and Regulatory Authority in Form D, within fourteen days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every account of sales held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
