Safe custody.—Every open access consumer shall keep every supply line to which these rules apply in a receptacle or place reserved for the purpose at the premises where the drawal of electricity under open access is carried on, shall record in Form III the description of every supply line so kept and the date on which it was received, and shall furnish a copy of the record to the Petroleum and Natural Gas Regulatory Board within twenty-one days of the close of each year.
