Surrender of certificate.—Every licensee of a fair who ceases to carry on the holding of a fair shall, within fifteen days of such cessation, surrender the certificate of registration to the District Collector in person or by registered post, and shall inform it in Form 4 of the manner in which every fair held by him has been disposed of.
