Surrender of certificate.—Every person executing an instrument who ceases to carry on the execution of instruments shall, within forty-five days of such cessation, surrender the certificate of registration to the Collector in person or by registered post, and shall inform it in Form H of the manner in which every impressed stamp held by him has been disposed of.
